No. 2026 R E S O L U T I O N WHEREAS, The citizens of Palestine lost an esteemed community leader with the passing of city council member Vickey Lynn Chivers on March 21, 2023, at the age of 67; and WHEREAS, Born on June 26, 1955, Vickey Chivers was a lifelong resident of Palestine; a graduate of Palestine High School, she earned two associate's degrees from Trinity Valley Junior College and a business administration degree from DeVry University; and WHEREAS, In her professional career, Mrs. Chivers worked for the Palestine Regional Medical Center, the Palestine school system, and the City of Palestine; she retired from the U.S. Postal Service; and WHEREAS, Mrs. Chivers was in her 21st year on the Palestine City Council at the time of her death; she represented District 3 while serving as mayor pro tempore on the council; known for her level-headed, thoughtful, and hands-on approach, she fielded phone calls from residents, and once, following a storm, she drove through neighborhoods, searching for downed lines and reporting power outages; and WHEREAS, Widely respected, Mrs. Chivers was actively involved with the NAACP, and she also served on the boards of the National Black Caucus of Local Elected Officials, the Texas Association of Black City Council Members, the National League of Cities, and the Texas Municipal League; she also lent her support to Sisters United, Friends of the Library, Champions for Children, Family Outreach, and the Birth Foundation; and WHEREAS, A pillar of the Palestine community, Vickey Chivers gave generously of her time and talents in behalf of her fellow citizens, and she leaves behind a legacy that will resonate for many years to come; now, therefore, be it RESOLVED, That the House of Representatives of the 88th Texas Legislature hereby pay tribute to the life of Vickey Lynn Chivers and extend deepest condolences to all who mourn her passing; and, be it further RESOLVED, That an official copy of this resolution be prepared for her family and that when the Texas House of Representatives adjourns this day, it do so in memory of Vickey Chivers.
