H.R. No. 522
R E S O L U T I O N
WHEREAS, Two employees at the Bellaire Town Square Family
Aquatic Center, Joshua Davis and Emily Heinzman, were honored with
Lifesaving Awards from the American Red Cross after participating
in the rescue of two swimmers in June 2022; and
WHEREAS, The incidents, which involved a four-year-old boy
and a nine-year-old girl, occurred within 10 minutes of one
another; the first child was hurt while attempting to jump from the
pool's diving board, leading Mr. Davis, a lifeguard, to activate
his whistle to signal an emergency; Mr. Davis performed an
assessment of the victim before pool manager Emily Heinzman and the
head lifeguard on duty took over, allowing him to return to his
post; and
WHEREAS, Joshua Davis once again took emergency action after
observing that another child who entered the pool, the second
victim, was struggling to swim; the lifeguard quickly swam to the
child, who was at risk of drowning, and was assisted in rendering
aid to the victim by Ms. Heinzman and three additional lifeguards;
and
WHEREAS, Mr. Davis, who is currently a student at Howard
University in Washington, D.C., received the Red Cross Lifesaving
Award for his involvement in the rescue of both children;
Ms. Heinzman was likewise presented with the Red Cross Lifesaving
Award for Instructors in recognition of her role in training
Mr. Davis; and
WHEREAS, Faced with back-to-back emergencies involving two
young swimmers, these individuals swiftly and skillfully
implemented the skills that they had learned in their training, and
their heroic actions truly merit special recognition; now,
therefore, be it
RESOLVED, That the House of Representatives of the 88th Texas
Legislature hereby congratulate Joshua Davis and Emily Heinzman on
their receipt of Lifesaving Awards from the American Red Cross and
extend to them sincere best wishes for the future; and, be it
further
RESOLVED, That official copies of this resolution be prepared
for Mr. Davis and Ms. Heinzman as an expression of high regard by
the Texas House of Representatives.
