H.R. No. 901 R E S O L U T I O N WHEREAS, A life of honorable service drew to a close with the passing of retired Karnes County constable Dennis Ray Fenner on May 16, 2022, at the age of 72; and WHEREAS, The son of Elroy and Ardanella Fenner, Dennis Fenner was born in Kenedy on December 13, 1949, and he grew up with the companionship of two brothers, Pat and Roy; he graduated from Kenedy High School in 1968, and he received a bachelor's degree in criminal justice from Central Texas College in Killeen; and WHEREAS, Mr. Fenner enjoyed a rewarding career in law enforcement that spanned nearly five decades beginning in 1972, when he joined the Karnes County Sheriff's Department as a reserve officer; answering his nation's call to duty, he went on to serve in the U.S. Army as a military police officer and investigator, and he later became an agent in the army's Criminal Investigation Division; he subsequently worked as chief deputy with the Karnes County Sheriff's Department before serving as chief of the Kenedy Police Department for 12 years; he subsequently took on the role of Karnes County constable for Precinct No. 1, and he retired on December 31, 2021, after two decades in that office; and WHEREAS, In all his endeavors, Mr. Fenner benefited from the love and support of his wife, Linda, with whom he shared nearly 53 years, and he took great pride in their son, Kevin; with the passage of time, he had the pleasure of welcoming into his family a grandson, Chase, and two granddaughters, Autumn and Chelsie; a man of deep faith, he was a lifelong member of the Good Shepherd Evangelical Lutheran Church in Kenedy; and WHEREAS, A devoted family man and an exemplary public servant, Dennis Fenner made a meaningful difference in the lives of his loved ones and fellow citizens alike, and his contributions will be remembered for years to come; now, therefore, be it RESOLVED, That the House of Representatives of the 88th Texas Legislature hereby pay tribute to the memory of Dennis Ray Fenner and extend sincere condolences to the members of his family: to his wife, Linda Green Fenner; to his son, Kevin Fenner, and his wife, Debbie; to his brothers, Pat Glen Fenner and his wife, Mariann, and Roy Lee Fenner; to his grandchildren, Chase, Autumn, and Chelsie Fenner; and to his other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Dennis Fenner.
