The bill would allow a parent or guardian of a child in a child-care facility certain rights including to enter and examine certain nonresidential child care facilities during the facility's hours of operation.  It is assumed any costs to the Health and Human Services Commission could be absorbed within existing resources. In addition, this analysis assumes no cost to the Department of Family and Protective Services and the Texas Workforce Commission.
