Kolkhorst, Chair, Senate Committee on Health & Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1098 by Paxton (relating to the rights of a parent or guardian with a child in certain child-care facilities.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. The bill would allow a parent or guardian of a child in a child-care facility certain rights including to enter and examine certain nonresidential child care facilities during the facility's hours of operation.  It is assumed any costs to the Health and Human Services Commission could be absorbed within existing resources. In addition, this analysis assumes no cost to the Department of Family and Protective Services and the Texas Workforce Commission.
