Fiscal Analysis
This bill would amend the Insurance Code to require the Center for Healthcare Data at The University of Texas Health Science Center at Houston to establish the Texas Health Insurance Mandate Advisory Committee. Additionally, this bill authorizes a fee.
Methodology
This analysis assumes the Department of Insurance will assess a fee on each health benefit plan issuer in the state to cover $2,321,582 in General Revenue for the 2024-25 biennium as determined by the University of Texas Health Science Center at Houston to establish, organize, and manage the Texas Health Insurance Mandate Advisory Committee. The advisory committee would include 5.0 Full-Time Equivalents, which consist of 1.0 faculty policy expert, 1.0 project manager, and 3.0 data scientists by the end of fiscal year 2025, as required by the provisions of the bill. Based on the analysis of the Comptroller of Public Accounts and the Department of Insurance, any duties and responsibilities associated with implementing the provisions of the bill could be accomplished by the agencies utilizing existing resources.Note: The revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.
