The bill prohibits an institution of higher education from establishing or maintaining a diversity, equity, and inclusion office or hire or assign an employee of the institution, or contract with a third party, to perform the duties of a diversity, equity, and inclusion office. The bill prohibits an institution from requiring a student, employee, or applicant for employment at the institution to participate in a training on diversity, equity, inclusion, bias, oppression, gender identity.The bill authorizes the Texas Higher Education Coordinating Board (THECB) to assess an administrative penalty against the institution if the THECB determines that an institution of higher education has established or maintained a diversity, equity, and inclusion office; or requires a student, employee, or applicant for employment at the institution to participate in a training on diversity, equity, inclusion, bias, oppression, gender identity.It is assumed that any costs associated with the bill could be absorbed using existing resources.
