RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 122.0331, Election Code, by adding Subsection (e), as follows:   (e) Prohibits a manufacturer of voting systems used in an election from entering into a contract, or extending or renewing a contract, for software development services with:   (1) a company or other entity headquartered in China, Cuba, Iran, North Korea, or Russia; or   (2) an individual who is based in China, Cuba, Iran, North Korea, or Russia.   SECTION 2. Makes application of this Act prospective.   SECTION 3. Effective date: September 1, 2023.

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

As proposed, S.B. 1846 amends current law relating to the manufacture of voting machines by certain foreign persons.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 122.0331, Election Code, by adding Subsection (e), as follows:

 

(e) Prohibits a manufacturer of voting systems used in an election from entering into a contract, or extending or renewing a contract, for software development services with:

 

(1) a company or other entity headquartered in China, Cuba, Iran, North Korea, or Russia; or

SECTION 2. Makes application of this Act prospective.
