                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             April 3, 2023       TO: Honorable Joan Huffman, Chair, Senate Committee on Finance     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1854 by Paxton (Relating to optional group benefits for dental and vision care under the Texas Public School Employees Group Insurance Program.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would require the Teacher Retirement System (TRS) to establish optional benefit programs for vision and dental care within the Texas Public School Employees Group Insurance Program, or TRS-Care. The bill would not modify existing state contributions to the retired school employees group insurance fund.TRS did not provide estimates of increased claims costs under the bill. However, TRS assumes that any costs associated with the additional benefits and administrative costs of the bill would be funded by increased contributions from participating plan members. Therefore, there is no significant fiscal impact to the state or the retired school employees group insurance fund.
