                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             April 28, 2023       TO: Honorable Reggie Smith, Chair, House Committee on Elections     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1911 by Bettencourt (Relating to election supplies and the conduct of elections; creating criminal offenses; increasing criminal penalties.), As Engrossed     No significant fiscal implication to the State is anticipated. The bill would create Class A misdemeanor offenses for intentionally failing to provide an election precinct with the required number of ballots and for intentionally failing to promptly supplement the distributed ballots upon request by a polling place. The bill would increase the penalty for certain offenses relating to the distribution of election supplies and unlawfully revealing certain information before polls close. It assumed that any fiscal impact and impact on state correctional populations or on the demand for state correctional resources would not be significant.    Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
