The bill would also require DFPS to redact the social security number, and edit records and information to protect certain individuals, prior to releasing a requested record.

 Fiscal Analysis

The bill would require the Department of Family and Protective Services (DFPS) to ensure each licensed child-placing agency, single source continuum contractor, and other person placing a child for adoption receives a copy of any portion of the report no later than 30 days after the date of the child's permanency plan is changed to include adoption. The bill would also require DFPS to redact the social security number, and edit records and information to protect certain individuals, prior to releasing a requested record. 

 Methodology

According to DFPS, currently the agency has 45.0 days from the date that all parental rights are terminated to complete the initial report, the bill would shorten the timeline to 30 days. DFPS indicated that it takes the agency approximately 7.5 hours to complete each adoption record request and that the agency received 4,027 adoption records in fiscal year 2022. To meet the 30 day timeframe, this analysis assumes the need of 1.0 Records Analyst I Fulltime Equivalent (FTE), and 6.0 Records Analyst II FTEs to complete the intake, research, gathering of information and redaction of case records.
