The bill would create a digital textbook and learning materials subscription pilot program administered by the Higher Education Coordinating Board (Board). Under provisions of the bill, the Board would awards grants to participating lower-division institutions of higher education to provide financial assistance to eligible students for the cost of subscribing to the digital textbook and learning materials subscription program selected by the Board. The bill requires the Board to engage in a competitive bidding process to select the digital textbook and learning materials subscription to be used in the pilot program and adopt rules to administer the pilot program.The Board indicates that the fiscal implications of the bill cannot be determined due to the unavailability of data related to the number of institutions and students that would be participating in the pilot program.
