 A BILL TO BE ENTITLED
 AN ACT
 relating to certain powers and duties of a drainage district.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 56.111, Water Code, is amended to read as
 follows:
 Sec. 56.111.  CONTROL AND REPAIR OF DISTRICT IMPROVEMENTS.
 (a) The board may control and supervise the construction and
 maintenance of canals, drains, ditches and levees, and other
 improvements of the district and shall keep them in repair.
 (b)  Notwithstanding any other law, a district described by
 this subsection may control, supervise, finance, purchase,
 construct, acquire, own, operate, maintain, repair, improve, and
 extend inside and outside its boundaries any works, improvements,
 facilities, plants, equipment, and appliances necessary to
 accomplish the creation and operation of a stormwater reclamation
 system and may issue related bonds. This subsection applies only to
 a district located in a county that is located adjacent to the
 United Mexican States, has a population of more than 800,000, and
 contains at least two municipalities each of which has a population
 of 70,000 or more.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2023.
