 A BILL TO BE ENTITLED
 AN ACT
 relating to the provision of affordable housing by certain housing
 authorities for youth aging out of foster care.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter D, Chapter 392, Local Government
 Code, is amended by adding Section 392.068 to read as follows:
 Sec. 392.068.  PRIORITY PLACEMENT FOR CERTAIN YOUTH AGING
 OUT OF FOSTER CARE. (a) This section applies only to a housing
 authority located in a municipality that contains more than 70
 percent of the population of a county with a population of 1.5
 million or more.
 (b)  In providing affordable housing, a housing authority to
 which this section applies shall give first priority to youth aging
 out of foster care who reside in the authority's area of operation.
 (c)  A housing authority to which this section applies that
 manages a waitlist for the provision of affordable housing must
 give first priority on the waitlist to youth aging out of foster
 care who reside in the authority's area of operation.
 SECTION 2.  This Act takes effect September 1, 2023.
