Fiscal Analysis
The bill would require the Health and Human Services Commission (HHSC) to conduct a study regarding the availability of beds at inpatient mental health facilities in Texas that provide acute inpatient psychiatric treatment, including the current number of available beds, the current number of patients, the projected need over the next several years, and the current and anticipated resources needed to meet demands. The bill would authorize HHSC to collaborate with institutions of higher education that award medical degrees to complete the study and would require HHSC to submit a written report to the legislature on the study by September 1, 2024.
Methodology
The analysis assumes HHSC would contract with an institution of higher education to complete the study. Due to the amount of coordination and data required to complete the study and based on other studies HHSC has contracted with universities to perform, the analysis assumes the cost for contracting would be $1.5 million in fiscal year 2024.The analysis also assumes HHSC would require 1.0 full-time equivalent (FTE), a Program Specialist VII, to collaborate with the contractor and internal HHSC departments as needed to complete the study. The cost for the FTE would be $0.1 million in fiscal year 2024.

FTE-related technology costs would be less than $0.1 million in fiscal year 2024.
Local Government Impact
Certain local entities, such as local mental and behavioral health authorities, could experience a fiscal impact to provide data required to complete the study.
