                    BILL ANALYSIS        Senate Research Center   S.B. 2529         By: Parker         Local Government         4/29/2023         As Filed          AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   As proposed, S.B. 2529 amends current law relating to the provision of homeless services in Texas.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 2306.2585(a), Government Code, to authorize the Texas Department of Housing and Community Affairs to administer a homeless housing and services program in each municipality in this state with a population of 200,000 or more, rather than 285,500 or more, for certain purposes.    SECTION 2. Effective date: September 1, 2023.

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

As proposed, S.B. 2529 amends current law relating to the provision of homeless services in Texas.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 2306.2585(a), Government Code, to authorize the Texas Department of Housing and Community Affairs to administer a homeless housing and services program in each municipality in this state with a population of 200,000 or more, rather than 285,500 or more, for certain purposes.   

SECTION 2. Effective date: September 1, 2023.
