It is assumed that any costs associated with the bill could be absorbed using existing resources.  Local Government ImpactThere could be an impact on counties related to providing services to areas that could be disannexed under the bill and on municipalities related to processing complaints from property owners concerning the provision of full municipal services. Municipalities that fail to respond to such complaints could be assessed a civil penalty and ordered to hold an election on the disannexation of an area, dependent on action from a property owner.
