The bill would amend the Education Code relating to the requirements for a junior college district to receive approval from the Texas Higher Education Coordinating Board to offer baccalaureate degree programs.The bill could result in decreased formula General Revenue at general academic institutions and health related institutions which could be partially or wholly offset by increased formula General Revenue at public junior colleges. The bill could result in a net decrease in tuition and fee revenue at general academic institutions and health related institutions due to estimated declines in enrollment in certain programs. The net change in General Revenue and institutional funds for institutions of higher education would depend on the number of baccalaureate degree programs offered by public junior colleges and the number of students who choose to enroll in those programs instead of programs at general academic institutions or health related institutions. This analysis assumes that because the number of public junior colleges that would be impacted by the bill is limited, the fiscal implication to institutional funds and State formula funding would not be significant.It is assumed that any other costs associated with the bill could be absorbed using existing resources.
