The bill would take effect September 1, 2023. Methodology Based on the analysis of the Health and Human Services Commission (HHSC), this estimate assumes that the agency would require additional funding for changes to the Childcare Licensing Automated Support System (CLASS) and Texas Unified Licensure Information Portal (TULIP) systems. The changes to these systems would be required in order to not display information on applicants and license holders that would become confidential under the provisions of the bill. To implement these changes, it would be a one-time cost of $547,627 in All Funds in fiscal year 2025. Based on the analysis of the Department of Public Safety, The Board of Plumbing Examiners, the Alcoholic Beverage Commission, the Texas Medical Board, the Texas State Board of Plumbing Examiners, the Texas Board of Nursing, The Behavioral Health Executive Council, the Optometry Board, the Board of Pharmacy, and the Department of Family and Protective Services, duties and responsibilities associated with implementing the bill could be accomplished by utilizing existing resources. Technology This estimate assumes that for HHSC to implement the provisions of the bill, the agency would need to make changes to their CLASS and TULIP systems to ensure that information that would be made confidential is not displayed.
