The bill would amend the Government Code to transfer the building and grounds maintenance of the Sam Houston Building (SHB), the Robert E. Johnson Building (REJ) and attached parking facilities, and the John H. Reagan Building (JHR) from the Texas Facilities Commission (TFC) to the State Preservation Board. The bill would specify that TFC would continue to maintain the heating ventilation, and cooling systems and related equipment connected to the Sam Houston Building.Currently, the TFC is responsible for the general building and grounds maintenance of the affected facilities. TFC estimates continued maintenance to be similar to expenditures in fiscal year 2022, which were $294,271 related to SHB, $686,395 related to REJ, and $287,312 related to JHR, for a total amount of $1,267,978 in fiscal year 2022.This analysis assumes that any duties and responsibilities associated with implementing the provisions of the bill related to the transfer of SHB, REJ, and JHR to the State Preservation Board (SPB) could be accomplished by utilizing existing resources and that such resources would be transferred from TFC to SPB. It is further assumed that TFC would continue responsibility for the Central Utility Plant in the SHB, as the plant provides utility services to several buildings within the Capitol Complex. It is assumed TFC would continue the responsibility for paying utility costs from its appropriations. Local Government ImpactNo fiscal implication to units of local government is anticipated.
