                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             March 30, 2023       TO: Honorable Kelly Hancock, Chair, Senate Committee on Veteran Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB653 by Blanco (Relating to certain offenses regarding parking privileges of veterans with disabilities.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would establish reduced penalties for the criminal offense of parking a vehicle in a parking space or area specifically designated for individuals with disabilities in a case where the vehicle displays a certain disabled veteran license plate but not a disabled parking placard. The bill would require a court to dismiss a charge for such an offense under certain conditions. It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources would not be significant.  Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
