celebrating the 100th anniversary of its founding in 2023; and
WHEREAS, In response to a lack of scouting in West Texas, the
Buffalo Trail Council was organized on November 1, 1923, and its
name reflects the presence of buffalo tracks found in the sandstone
near Big Spring; in 1948, the council acquired a 6,000-acre tract of
land in the Davis Mountains for camping, and a council service
center was purchased in 1959 in Midland following a fundraising
campaign; in addition to gifts from the Humble Pipe Line Company and
the Mobil oil company, the group received land from the American
Petrofina Corporation and a large dining hall, and over the years,
what came to be known as the Hughes Aquatic Base has been used for
programs such as aquatic camps, wood badge and University of
Scouting College of Commissioner Science courses, weekend camping,
 and other training events; and
WHEREAS, Today, the Buffalo Trail Council encompasses more
than 30 units and its members include more than 700 scouts from

Mitchell, Borden, Scurry, and Sterling Counties; and
WHEREAS, The Buffalo Trail Council has made a significant
difference in the lives of countless young Texans while
contributing to the betterment of the community, and it is indeed a
pleasure to join in recognizing this momentous milestone in the
