H.R. No. 45
R E S O L U T I O N
WHEREAS, Andy Kancel is retiring as chief of the Flower Mound
Police Department on November 24, 2023, drawing to a close an
exemplary decade-long tenure at the department's helm; and
WHEREAS, Mr. Kancel is a veteran law enforcement
professional with more than 34 years of experience in the field; in
1989, he joined the North Richland Hills Police Department, where
he served as a patrol officer and also variously worked in SWAT,
community services, training, media relations, and internal
affairs; he assumed the role of assistant police chief for North
Richland Hills in 2007 and held that position until taking over as
chief of the Flower Mound Police Department on November 4, 2013; and
WHEREAS, Chief Kancel ably guided the Flower Mound PD through
a period of significant growth for the city, whose population
increased by 20 percent, as well as through the unprecedented
challenges of the COVID-19 pandemic; the police force has
maintained low response times during his tenure, while Flower Mound
continues to be rated one of the safest places to live in the
country; along the way, he has overseen the creation of new
positions and assignments and the prioritization of community
engagement and physical and mental health programs; and
WHEREAS, Andy Kancel's dynamic leadership and commitment to
excellence have greatly benefited the citizens of Flower Mound and
earned him the respect and admiration of his fellow first
responders, and he may indeed reflect with pride on a career well
spent as he embarks on the next exciting chapter of his life; now,
therefore, be it
RESOLVED, That the House of Representatives of the 88th Texas
Legislature, 4th Called Session, hereby congratulate Chief Andy
Kancel on his retirement from the Flower Mound Police Department
and extend to him sincere best wishes for the future; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Chief Kancel as an expression of high regard by the
Texas House of Representatives.
