 R E S O L U T I O N
 WHEREAS, The city of Borger was honored with the Texas
 Planning Award for Community of the Year by the Texas Chapter of the
 American Planning Association at an award ceremony in Corpus
 Christi on November 10, 2023; and
 WHEREAS, The APA Texas Planning Awards Program recognizes
 individuals, organizations, and communities for outstanding
 contributions to planning in the Lone Star State, and nominees are
 evaluated based on originality and innovation, engagement,
 implementation and effectiveness, quality, and promotion of
 planning; and
 WHEREAS, The city garnered praise for a number of significant
 investments made in the last several years, such as providing $33
 million for new water infrastructure in 2017 and adopting a
 strategic plan emphasizing community involvement, entertainment
 events, housing, industry diversification, and infrastructure in
 2018; furthermore, the city created four policy and regulatory
 documents, a Comprehensive Plan (Boomtown 2040), a Parks, Trails,
 and Recreation Master Plan, a Downtown Revitalization Plan, and a
 Unified Land Development Ordinance, which was adopted in July 2022;
 as a result, the community has already received a considerable
 amount of grant funding for various improvements; and
 WHEREAS, Borger benefits from the adept and forward-thinking
 leadership of mayor Karen Felker, city council members Milton
 Ooley, Charles "Pete" Loftis, Kim Perez, and Robert Lawrence, city
 manager Garrett Spradling, assistant city manager Brandon Strope,
 and city manager emeritus Eddie Edwards, as well as from the hard
 work and dedication of the city's planning staff, the members of the
 Planning and Zoning Commission and the Comprehensive Plan Advisory
 Committee, and residents who gave public opinion input; and
 WHEREAS, The city of Borger has earned well-deserved
 recognition for its strong commitment to excellence and community
 development, and area residents may indeed take pride in this
 prestigious honor; now, therefore, be it
 RESOLVED, That the House of Representatives of the 88th Texas
 Legislature, 4th Called Session, hereby congratulate the city of
 Borger on its receipt of the 2023 Texas Planning Award for Community
 of the Year from the Texas Chapter of the American Planning
 Association and extend to city officials and staff sincere best
 wishes for continued success; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for the city as an expression of high regard by the Texas
 House of Representatives.
