(Hughes)         Business & Commerce         5/6/2025         Engrossed          AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Current state law makes certain information relating to acts of terrorism or related criminal activities confidential, but it does not explicitly make confidential information relating to hostile acts of foreign adversaries of the United States.   H.B. 132 amends the Government Code to make the following provisions: establishing the confidentiality of information collected, assembled, or maintained by or for a governmental entity for the purpose of preventing, detecting, responding to, or investigating, as applicable, an act of terrorism or related criminal activity applicable also with respect to a hostile act by a foreign adversary of the United States.   H.B. 132 amends current law relating to the confidentiality of information used to prevent, detect, respond to, or investigate a hostile act of a foreign adversary of the United States.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 418.176(a), Government Code, to provide that information is confidential if the information is collected, assembled, or maintained by or for a governmental entity for the purpose of preventing, detecting, responding to, or investigating an act of terrorism or related criminal activity or a hostile act by a foreign adversary of the United States and meets certain criteria.   SECTION 2. Amends Section 418.177, Government Code, to make a conforming change.   SECTION 3. Amends Section 418.179(a), Government Code, to make a conforming change.   SECTION 4. Amends Section 418.180, Government Code, to make a conforming change.   SECTION 5. Amends Section 418.181, Government Code, to make a conforming change.    SECTION 6. Amends Section 418.182(a), Government Code, as follows:   (a) Provides that, except as provided by Subsections (b) (relating to required public records request disclosures of financial information from a governmental entity for a security system) and (c) (relating to required public records request disclosures of certain security camera locations), information, including access codes and passwords, in the possession of a governmental entity is confidential if the information relates to the specifications, operating procedures, or location of a security system used to protect public or private property from an act of terrorism or related criminal activity or a hostile act by a foreign adversary of the United States. Makes nonsubstantive changes.   SECTION 7. Effective date: upon passage or September 1, 2025.
