Fiscal Analysis

The bill would establish a grant program to be administered by the Texas Veterans Commission (TVC). The program would provide grants to JROTC programs in the state for the purpose of allowing the JROTC programs to acquire the necessary equipment and training to provide military funeral honors at veteran funeral services. The bill would require the TVC to create a process for reviewing applications and distributing awards to eligible programs.

Methodology

The bill would allow grants of up to $3,500 per eligible JROTC program per school year. The TVC indicates a total of 438 eligible programs exist in the state. The agency would review grant applications and provide reimbursements for eligible expenses.This analysis assumes each eligible JROTC program in the state would receive the maximum allowable grant amount beginning in fiscal year 2026. Under this assumption, the TVC would award a maximum of $1,533,000 in grants per fiscal year.This analysis assumes the agency will require 5.0 new FTEs to implement the provisions of the bill. This includes: Grant Specialist II (4.0) and Compliance Specialist II (1.0). The estimated cost for salaries, wages and benefits is estimated to be $366,374 per fiscal year. The agency indicates additional FTEs may be needed dependent on the total number of eligible applicants and amount of funding appropriated to the agency for grants.Additional ongoing costs for travel and other operating expenses are estimated at $61,635 per fiscal year.This analysis also assumes a total onetime cost of $272,507 in fiscal year 2026 for technology and other equipment.

This would include $18,500 for new software and equipment, and $250,000 to configure the agency's grant management system for the new program.Additionally, there is an anticipated ongoing technology cost of $1,000 each fiscal year for licenses and subscriptions.
