BILL ANALYSIS C.S.H.B. 1404 By: Harris Transportation Committee Report (Substituted) BACKGROUND AND PURPOSE From December 2023 to April 2024, County Road 1250 in Navarro County was closed on several different occasions due to water surpassing the low water crossing. Due to the frequent closures, frustrated drivers often removed barricades and warning signs which, coupled with the road's failing concrete slabs, only increased the danger of the road. Unfortunately, county officials do not have sufficient resources or the funds to adequately maintain or monitor the road, which often serves as a detour when accidents on nearby Interstate 45 force drivers to alter their commutes. This increase in traffic could prove dangerous should the road face further closures or problems. C.S.H.B. 1404 seeks to allow the Texas Department of Transportation to assume the responsibility of the road and its maintenance by transferring the entirety of the road to the state highway system.
