There may be a savings to the state resulting from the withholding of Foundation School Program (FSP) funding to certain school districts and charter schools. However, the savings cannot be determined at this time. Public schools would be required to adopt a policy prohibiting an employee from assisting an enrolled student with social transitioning and to investigate suspected violations. Public schools determined by the commissioner to be in violation of provisions of the bill would have FSP funding withheld for the school year in which the violation occurred. The potential state savings associated with the withholding of FSP funding cannot be determined at this time. It is assumed that any administrative costs associated with the bill could be absorbed using existing resources.  Local Government ImpactAccording to the Texas Education Agency, public schools may incur costs associated with investigating violations.
