 Fiscal Analysis

The bill would create a student loan repayment assistance program for certain prosecuting attorneys who are employed as part of the border prosecution unit. The program would be administered by the Higher Education Coordinating Board. The total amount of loan repayment assistance awarded under the program may not exceed $2 million in each state fiscal biennium. 

 Methodology

The total number of individuals who would qualify for participation and fulfill all requirements of this program is unknown, but the $2.0 million maximum loan repayment assistance in each state fiscal biennium is assumed for purposes of this analysis. In addition to one-time technology costs, the Higher Education Coordinating Board indicates that one FTE would need to be hired beginning in fiscal year 2026 to implement the program. The total cost for this FTE, including salary and wages, retirement benefits and other costs, and one time-costs, would be $79,419. The continuing costs for this FTE would be $75,949 beginning in fiscal year 2027.

 Technology

The Higher Education Coordinating Board indicates that $300,000 in one-time technology costs in fiscal year 2026 would be needed to implement the program. 

 Local Government Impact

No significant fiscal implication to units of local government is anticipated.
