The bill would require the Texas Department of Criminal Justice (TDCJ) to submit a request for the issuance of a renewal driver's license or commercial driver's license to the Department of Public Safety (DPS) on behalf of an inmate discharged or released on parole, mandatory supervision, or conditional pardon. Under the provisions of the bill, the fee for a renewal driver's license or commercial driver's license for a discharged or released inmate is $5.The bill would require TDCJ to reimburse DPS and the Department of State Health Services (DSHS) for actual costs incurred by those agencies in implanting the provisions of the bill and would authorize but not require TDCJ to charge an inmate for the actual costs incurred. According to TDCJ, DPS, and DSHS, any costs associated with the bill could be absorbed using existing resources.According to the Comptroller of Public Accounts, the revenue impact to the state cannot be determined due to a lack of data on the number of inmates in need of and eligible for a renewal driver's license or commercial driver's license upon discharge or release. However, it is assumed that any revenue implications associated with the bill would be insignificant.
