The bill would prohibit the Department of Family and Protective Services from adding a name to the central registry unless a court of competent jurisdiction enters a final order in a civil, criminal, or juvenile proceeding in which the court finds the individual abused or neglected the child. It is assumed that any costs to the Office of Court Administration, the State Office of Administrative Hearings and the Department of Family and Protective Services could be absorbed within existing resources.
