Before joining the Terrell Police Department on July 15, 2024, he served as a sergeant in the U.S. Marine Corps for five years and later worked as a courtesy patrol technician at the Dallas County Sheriff's Office. In his short but impactful tenure with the Terrell Police Department, he quickly earned the admiration of his peers and had recently been nominated for Rookie of the Year. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2198 amends the Transportation Code to designate the portion of State Highway 34 in Kaufman County between its intersection with Kings Creek Drive and its intersection with North Frances Street as the Officer Jacob Candanoza Memorial Highway, in addition to any other designation. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to do the following: design and construct markers indicating the designation as the Officer Jacob Candanoza Memorial Highway and any other appropriate information; and erect a marker at each end of the highway and at appropriate intermediate sites along the highway. H.B. 2198 establishes legislative intent that the provisions added by the bill be renumbered to prevent multiple provisions with the same designation. EFFECTIVE DATE September 1, 2025.
