                    BILL ANALYSIS             H.B. 2266     By: Isaac     Environmental Regulation     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The bill author has informed the committee that there is a need to incentivize best practices among the rock crushing industry and to encourage reclamation efforts by operators of concrete crushing facilities. H.B. 2266 seeks to do so by providing higher priority to Texas Commission on Environmental Quality standard air quality permit applications submitted by rock or concrete crushing facility operators that have previously been authorized to use such a permit and that meet certain conditions related to reclamation efforts.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2266 amends the Health and Safety Code to require the Texas Commission on Environmental Quality (TCEQ) to give priority when processing applications for an authorization to use a standard permit for a rock or concrete crushing facility to an operator who the TCEQ determines has previously been authorized to use a standard permit for such a facility and reclaimed the land disturbed by the facility before the 180th day after the date the facility ceased operating.       EFFECTIVE DATE    September 1, 2025.
