                    BILL ANALYSIS             H.B. 2546     By: Tepper     Environmental Regulation     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The Texas Commission on Environmental Quality, as part of the Texas Emissions Reduction Plan, administers a clean school bus program that provides grants statewide for the retrofit or replacement of school buses to reduce school children's exposure to diesel exhaust in and around diesel-fueled school buses. To be eligible for replacement, a school bus must be used on a daily route to and from a school, among other criteria. Current law allows a grant to be awarded for the replacement of a pre-2007 model year school bus, but the bill author has informed the committee that the Roosevelt Independent School District has expressed its desire to have the eligibility of school buses that may be replaced under the program expanded. H.B. 2546 seeks to extend eligibility for replacement to pre-2011 model year school buses.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2546 amends the Health and Safety Code to change from pre-2007 to pre-2011 the model year of a school bus the replacement of which is an eligible project under the clean school bus program.       EFFECTIVE DATE    September 1, 2025.
