BILL ANALYSIS H.B. 2763 By: Guillen Transportation Committee Report (Unamended) BACKGROUND AND PURPOSE In recognition of the professional legacy of Eduardo "Eddie" Gracia, Jr., P.E., and his impact on transportation infrastructure and service to the engineering field and the community, H.B. 2763 seeks to designate the Texas Department of Transportation area engineer and maintenance facility in Starr County as the Eduardo "Eddie" Gracia, Jr., P.E., Area Engineer and Maintenance Facility. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
