Wilson, Chair, House Committee on Higher Education     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB2853 by Perez, Vincent (Relating to student union building fees at The University of Texas at El Paso.), As Introduced     No fiscal implication to the State is anticipated. The bill would authorize the board of regents of The University of Texas System to increase the student union fee cap to $150 per student for each semester or a term of ten weeks or more and $75 for any other semester or term, for the sole purpose of financing, constructing, operating, maintaining, and improving a student union building for The University of Texas at El Paso. Under provisions of the bill, lower amounts would be charged for the 2026 fall semester and 2026-27 academic year. The University of Texas System reports that the fee would generate $0.9 million in additional revenue in fiscal year 2026, $4.1 million in fiscal year 2027, and $5.5 million in fiscal year 2028 and beyond. This fee revenue is classified as Institutional Funds and therefore does not impact the State.   Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
