The bill would establish a consortium of colleges and universities to provide civic education to Texas residents at no cost to the student. The bill would create the Civic Education Grant Program at the Higher Education Coordinating Board to award grants to consortium members to provide such civic education. The bill would require the board to establish an oversight committee to monitor the consortium and implementation of the grant program. It is assumed that any costs associated with administering the program could be absorbed using existing resources.
