                    BILL ANALYSIS             H.B. 3308     By: Geren     Licensing & Administrative Procedures     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The Professional Sports Team Charitable Foundation Raffle Enabling Act allows charitable foundations associated with qualifying professional sports teams with a home venue in Texas to conduct raffles to raise revenue for charitable purposes. The bill author has informed the committee that these raffles have been successful in raising funds for causes such as youth scholarship programs, the American Cancer Society, the YMCA, and many others but, while the act allows professional rodeos sanctioned by the Professional Rodeo Cowboys Association or the Women's Professional Rodeo Association to conduct these charitable raffles, current law does not take into consideration that these professional rodeos are occasionally operated independently of the aforementioned sanctioning organizations. The bill author has further informed the committee that the organizations conducting professional rodeos are themselves charitable organizations that, in addition to the net revenue received from the charitable raffle, direct all of their net revenues towards their respective charitable missions. H.B. 3308 seeks to resolve these issues by allowing rodeos that are independent of certain rodeo associations to conduct charitable raffles.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3308 amends the Occupations Code to include an organization hosting a Professional Rodeo Event among the organizations considered a professional sports team for the purposes of the Professional Sports Team Charitable Foundation Raffle Enabling Act, to clarify that a facility that is the home venue of a professional rodeo organization to which the act applies is a facility in Texas, and to include among such facilities a facility in Texas owned or operated by and operated as the home venue of an organization hosting a Professional Rodeo Event at which rodeos are conducted by that organization.       EFFECTIVE DATE    September 1, 2025.
