The bill would also direct a monitoring entity to immediately notify the Department of Public Safety (DPS) and the victim if a defendant violates certain conditions of bond. Under the provisions of the bill, DPS would administer a victim assistance program to provide resources to victims of family violence and connect victims with certain providers and services. The bill would also direct DPS to establish and administer a searchable database of assistance programs for victims of family violence and submit an annual report on the effectiveness of using a global positioning monitoring system.The bill would also expand a grant program within the Trusteed Programs of the Office of the Governor for monitoring defendants and victims in family violence cases.The bill would also expand offenses related to tampering with an electronic monitoring device. The impact on state correctional populations or on the demand for state correctional resources cannot be determined as the number of individuals who would meet the bill's requirements for submission to global positioning satellite system monitoring is unknown. Methodology According to DPS, the duties and responsibilities associated with implementing the provisions of the bill related to the creation of a searchable database, global positioning monitoring system notifications, and the provision of victim assistance could not be absorbed within existing resources.Based on information from DPS, it is assumed the agency would require 2.0 Information Technology Specialist III and 1.0 Program Specialist VI to monitor notifications, update conditions of bond and protective order data, and maintain the victim resources database for a total cost of $398,955 in fiscal year 2026 and $278,289 in fiscal year 2027 and each year thereafter. It is assumed that DPS would also require 4.0 Program Specialist VI and 1.0 Manager III to assist victims of family violence with resources and services for a total cost of $725,603 in fiscal year 2026 and $532,243 in fiscal year 2027 and each year thereafter.According to the Office of Court Administration and the Trusteed Programs within the Office of the Governor, no significant impact is anticipated.
