The bill would create a new criminal offense of knowingly operating an unmanned aircraft over an instructional facility owned or leased by a school district or open-enrollment charter school with certain exceptions where the criminal penalty is a Class C misdemeanor or a Class B misdemeanor if the person has been previously convicted of certain operation of unmanned aircraft related offenses.While it is assumed that any state revenue impact would not be significant, it would be dependent on the number of offenses committed and the associated court costs.  Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
