Wilson, Chair, House Committee on Higher Education     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4066 by Bonnen (Relating to the repeal of the Texas Research Incentive Program.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would repeal the Texas Research Incentive Program, which is administered by the Higher Education Coordinating Board, effective September 1, 2027. The program provides matching funds to assist eligible institutions in leveraging private gifts for the enhancement of research productivity and faculty recruitment and grant amounts are dependent on funds appropriated for the purposes of the program.
