                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             April 11, 2025       TO: Honorable Morgan Meyer, Chair, House Committee on Ways & Means     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4236 by Martinez Fischer (relating to the creation of a task force to evaluate the school district property value study conducted by the comptroller of public accounts.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. The bill would create a school district property value study task force to examine the school district property value study conducted by the Comptroller and develop recommendations on the elimination of the school district property value study and alternative methods by which the state may ensure the equitable statewide distribution of local property tax effort and state funding to public education.The task force would meet at least once each calendar quarter and submit a written report and recommendations to the Governor, Lieutenant Governor, the Speaker of the House, and each member of the legislature by November 1, 2026. The Task Force would be abolished June 1, 2027.  Local Government ImpactNo fiscal implication to units of local government is anticipated.
