The bill would require the Department of State Health Services (DSHS) to adopt a process to verify a person's status as a homeless individual and prescribe the documentation necessary for the issuance of a certified copy of a birth record to a homeless individual. The bill would require DSHS (along with a local registrar or county clerk) to waive the fee for issuance of a certified copy of the birth record to the homeless individual. Based on previous waivers issued to homeless youth, it is assumed that any costs associated with the bill could be absorbed by DSHS using existing resources.The bill would require the Department of Public Safety (DPS) to adopt a process to verify a person's status as a homeless individual and prescribe the documentation necessary for the issuance of a driver's license or personal identification certificate to the homeless individual. The bill would require DPS to waive the fee for issuance of a driver's license or personal identification certificate to a homeless individual. It is assumed that any costs associated with the bill could be absorbed using existing resources.It assumed that any revenue loss attributable to the waiving of fees for a homeless individual would be insignificant.  Local Government ImpactLocal governments may experience a negative fiscal impact due to the waiving of a fee by local registrars or county clerks for the issuance of birth records to homeless individuals. However, the costs of the bill on local governments cannot be determined at this time. The bill would require the Department of State Health Services (DSHS) to adopt a process to verify a person's status as a homeless individual and prescribe the documentation necessary for the issuance of a certified copy of a birth record to a homeless individual.
