Fiscal Analysis

This bill amends statute relating to parole guidelines and procedures for inmates convicted of an offense committed when younger than 18 years of age.

Methodology

According to the Board of Pardons and Parole (BPP), to implement the provisions of the bill they would be required to develop a new parole guideline instrument for inmates who committed the offense before the age of 18. According to BPP, they anticipate an expense of $300,000 to contract with a vendor to develop parole guidelines in compliance with the provisions of the bill.
