Methodology According to the Board of Pardons and Parole (BPP), to implement the provisions of the bill they would be required to develop a new parole guideline instrument for inmates who committed the offense before the age of 18. According to BPP, they anticipate an expense of $300,000 to contract with a vendor to develop parole guidelines in compliance with the provisions of the bill.
