Smithee, Chair, House Committee on Criminal Jurisprudence     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB5561 by Money (Relating to the diversion of certain foster youth from the juvenile justice system, including through emergency behavior intervention by certain persons providing foster care services.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would have juvenile boards establish policies that prioritize the diversion from referral to a prosecuting attorney and limit detention to circumstances of last resort of children who are under the age of 12 or residing in a general residential operation. It is assumed that any costs to the Department of Family and Protective Services and the Juvenile Justice Department could be absorbed within existing resources.
