The bill would take effect on September 1, 2025.

 Fiscal Analysis

The bill would  require the Texas Department of Housing and Community Affairs (TDHCA) to collaborate with the Texas Homeless Network (THN) to implement a homeless data sharing network, and to collaborate with health benefit plan issuers and managed care organizations to identify individuals experiencing homelessness and refer them to services and resources. The bill would take effect on September 1, 2025.

 Methodology

Based on analysis by TDHCA, to implement Section 1(a) of the bill, the agency would require 1.0 additional Information Technology Business Analyst III FTE to act as a liaison between TDHCA and THN. To implement Section 1(b) of the bill, TDHCA would require 1.0 additional Project Management Specialist I FTE to collaborate with health benefit plan issuers and managed care organizations. The total annual cost associated with the FTEs for salaries, benefits, other operating expenses, and travel would be $240,760. One-time costs for computers and software for the FTEs would total $5,500 in fiscal year 2026. 

 Technology

To ensure data privacy and protection, TDHCA would require $35,000 each fiscal year to contract for cybersecurity testing services on THN's Texas Homeless Data Sharing Network. 

 Local Government Impact

No significant fiscal implication to units of local government is anticipated.
