Fiscal Analysis

The bill would require each school district and private school to develop and implement a cardiac emergency response plan that meets certain criteria.The bill would require the commissioner of education to establish a grant program to award grants to districts and schools to assist with the implementation of a cardiac emergency response plan. The commissioner would be required to prioritize districts or schools at which at least 50 percent of enrolled students are educationally disadvantaged.

Methodology

The Texas Education Agency estimates the cost to award grants to local education agencies (LEA) to assist with implementing cardiac emergency response plans would be $0.9 million annually.

Local Government Impact

LEAs may incur costs related to purchasing automated external defibrillators and training school personnel to implement a cardiac emergency response plan.
