The cost to the state for publication of the resolution is $191,689. The resolution would propose an amendment to the Texas Constitution to allow the Legislature by general law to exempt from property tax a percentage of the market value of the disabled veteran's residence homestead that is equal to the percentage of disability of the disabled veteran if the disability rating is at least 10 percent but less than 100 percent. The Legislature by general law could provide additional eligibility requirements for the exemption. The resolution would provide that limitations or restrictions applicable to the partially disabled veteran exemption do not apply to this subsection. Adoption of the proposed constitutional amendment alone would have no fiscal impact on the state or units of local government. Any fiscal impact would depend on the corresponding enabling legislation (HB 2032).  Local Government ImpactNo fiscal implication to units of local government is anticipated. The resolution would propose an amendment to the Texas Constitution to allow the Legislature by general law to exempt from property tax a percentage of the market value of the disabled veteran's residence homestead that is equal to the percentage of disability of the disabled veteran if the disability rating is at least 10 percent but less than 100 percent. The Legislature by general law could provide additional eligibility requirements for the exemption. The resolution would provide that limitations or restrictions applicable to the partially disabled veteran exemption do not apply to this subsection. Adoption of the proposed constitutional amendment alone would have no fiscal impact on the state or units of local government. Any fiscal impact would depend on the corresponding enabling legislation (HB 2032).
