                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             March 3, 2025       TO: Honorable Brandon Creighton, Chair, Senate Committee on Education K-16     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB11 by Middleton (Relating to a period of prayer and reading of the Bible or other religious text in public schools.), As Introduced     The fiscal implications of the bill cannot be determined at this time due to the bill's costs being dependent on the number of schools that adopt a policy which would ultimately request representation by the Office of the Attorney General in a cause of action arising out of adoption of the policy.  Local Government ImpactIf a school district or open-enrollment charter school decides to adopt a prayer policy, the school would bear the cost of providing a space for prayer.  If the school chooses to have the attorney general represent the school in any cause of action, the state would cover the cost of any expenses, costs, judgments, or settlements.
